Born in Genoa in 1966, he lives and works in Milan.
The following year he was finalist to the Cairo Prize, at Palazzo della Permanente in Milano and Fabbri Prize at Fondazione del Monte in Bologna.
In 2009 he is joining Italian Newbrow Group curated by Ivan Quaroni at 4th edition of Prague Biennale (Czech Repubblic) and at Biennale Giovani at Serrone of Villa Reale in Monza. Como council selected images from some of his works to use in the adverting campaign launch Ex-Co event. In 2010 he is invited by Mimmo Di Marzio to “Ex Novo” exhibit at the headquarter of Akros Bank in Milan and one of his paintings is printed on a limited edition bag by Henry Cotton’s for the Vogue Fashion’s Night Out.
He participate in the 54thInternational Art Exhibition of Biennale di Venezia at the Italian Pavillion at Corderie dell’Arsenale, invited by Matteo Ramon Arevalos, curated by Vittorio Sgarbi. In Feb 2012 in the same Pinacoteca di Como, he shows together with all the Italian Newbrow group in an exhibition curated by Ivan Quaroni.
In 2013, inserted by Claudio Borghi Aquilini in the book "Investing in Art" published by Sperling & Kupfer. In September ushers in a solo exhibition in the Civic Museums of Crema titled Aion curated by Ivan Quaroni. For the musician and composer Matteo Ramon Arevalos realizes fifty figurines of knights who will stage "La Folia" action - concert held at the Teatro San Domenico of Crema. In early 2015 he became "ambassador" for Italy, for the products company for the fine arts Winsor & Newton and partecipates to 56th Biennale of Venezia with the "Italia Docet" project at Palazzo Barbarigo Minotto. Since October 2015 is Professor of Painting Techniques at the 'Academy of Fine Arts Aldo Galli' in Como (Italy). In 2016 he inaugurated at the Labs Gallery in Bologna a personal double with Marcel Dzama. For the Fedrigoni company produces nine cards that will be sold in Fabriano Boutique stores across Italy. Personal exhibition "Da cielo a terra", the MEB Jewish Museum of Bologna and he was given the chair of Painting at the IED, Academy of Fine Arts Aldo Galli of Como. In November, the cosmetics company Gerard's commissioned five illustrations for the Christmas packaging of its products. In July 2020 he inaugurates the personal exhibition "Apnea" curated by Elisabetta Sgarbi and with the support of M.Ar:Co at "Le Argenterie" in the "Villa Reale" of Monza. In 2021 he inaugurates the personal exhibition Submariner at the Civico Acquario in Milan curated by Nicoletta Castellaneta and Ivan Quaroni. Cuoghi participates with the Italian Newbrow group in a public exhibition at the cloisters of San Domenico in Pietrasanta (LU) curated by Valerio Deho and Ivan Quaroni. In 2022 he participates with two works in the exhibition "Francesco Messina Novecento Contemporaneo" at Villa Torlonia in Rome, dedicated to the contemporary legacy of the sculptor. He is present, with a room dedicated to him, in the exhibition Eccentrici, apocalittico, pop. Hell and delight in contemporary art. at the Civic Gallery of Trento. He participates in the exhibition Acque Chiare, Acque dark at the Civic Museum of Noto (SR) curated by Aldo Premoli and in Savona at the Connexxion Festival organized by the magazine Espoarte curated by Livia Savorelli. In 2023 he participated in the collective exhibition Fiat Lux curated by Aldo Premoli at the Diocesan Museum of Noto (SR) and held a personal exhibition "Plinio. Effetto Serra" ("Plinius. Greenhouse Effect") at Villa Bernasconi in Cernobbio, (CO) on the occasion of the two thousandth anniversary of the birth of the Latin writer.
